Women’s Digital Centers program call for proposals 2019

We support projects in education and health for the most vulnerable populations: young people and women in all of the countries where the Orange Group operates.

In this context, we created the “Women’s Digital Centers” program in 2015. It aims to empower economically vulnerable women by providing them with training in digital technology, management skills and use of software… Some women will consolidate basic knowledge, discover the use of a computer, others will improve their CV and cover letter to help them in their job search.

All of these training courses are a key to women’s economic empowerment.

238 Women’s Digital Centers operate in 18 countries at end 2019.

The Women’s Digital Centers respond to a need for digital skills development for unemployed women without qualifications in vulnerable economic situations.

  • In Africa: Ivory Coast, Cameroon, Madagascar, Democratic Republic of Congo, Senegal, Mali, Guinea Conakry, Niger, Botswana, Tunisia, Morocco, Egypt and Jordan
  • In Europe: France, Spain, Poland and Romania
  • and in India

An international call for proposals

In order to reinforce the program, we are launching the 2019 Women’s Digital Centers call for proposals, in the countries where the Orange Group operates.

This year, the priority for countries that already participate in the program is to open the Women’s Digital Centers that are not yet operational, and consolidate the existing Women’s Digital Centers.

For countries that would like to join the program this year for the first time, the objective is to set-up one pilot Women’s Digital Center in order to launch the program with a strong partner.

Main selection criteria

The Orange foundation/subsidiary proposes a long-term training program in partnership with local government institutions and/or NGOs (for at least 6 months to 1 year). This program is only open to unemployed women without qualifications in vulnerable economic situations.
The Orange foundation/subsidiary’s NGO partner has at least 5 years of experience in the area of women’s rights, education and health.
The NGO partner has staff able to lead the training modules.
The NGO partner is able to propose a suitable environment for the training (a space with electricity, toilets and safety features such as the possibility to lock the doors, windows…).
In urban areas, ideally the training room is in proximity to Orange Group sites so that Orange employee volunteers can help.
In the first year of operation, the Orange foundation/subsidiary and the NGO partner guarantee the training free of charge for participating women.
From the 2nd year of operation forward, the Orange foundation/subsidiary and NGO partner propose a plan to sustain the Women’s Digital Centers in the years to come.

Support of the Orange Foundation

African and Middle-Eastern countries

Orange foundations/subsidiaries can request a financial grant to:

  • Complete the equipment in existing Women’s Digital Centers, so that all Women’s Digital Centers in a country have the same number of laptops and tablets based on the number of participants and the content of the training courses in that country.
  • Support the creation and/or translation of adapted educational content, according to the needs of the women.
  • Organize one “train the trainers” session per year for all of the Women’s Digital Center trainers in the country.
  • Contribute to set up a collective economic activity with the women in the Women’s Digital Centers that do not have the means to pursue the program.

For countries that would like to join the program this year for the first time, Orange foundations/subsidiaries can request one complete digital kit for each Women’s Digital Center which consists of:

  • 10 laptops, 20 tablets, 20 protective cases for the tablets, 1 video projector, 1 screen, 2 Raspberry Pi, 1 printer, 5 power strips, 30 earphones, 1 speaker (new), 1 dust-proof padlocked case,
  • a 200 Go SD card containing local and international content, USB sticks to allow women to record their daily work (1 per woman),
  • A series of new educational APKs: calculator, agenda, chat, reader, player… (new)
  • An optional solar recharging system for the tablets in rural areas (new)

as well as a financial grant of 3000 euros for the renovation of the training room.

We have decided to remove the distinction between rural and urban Women’s Digital Centers to put all of the Women’s Digital Centers on an equal level.

European countries and India

Orange foundations/subsidiaries can request a financial grant to:

  • Equip the training space of the new Women’s Digital Centers or strengthen the equipment of the existing WDCs to respond to the needs based on the number women and the content of the training courses
    Examples of digital tools eligible for funding: laptops, tablets, projectors, Raspberry Pi, printers, 3D printers
  • Support the creation and/or translation of adapted educational content, according to the needs of the women.
  • Organize one “train the trainers” session per year for all of the Women’s Digital Center trainers in the country.
  • Contribute to set up a collective economic activity with the women in the Women’s Digital Centers that do not have the means to pursue the program or to other costs such as transportation of the women, childcare during the training sessions.

Application process

Submit your application online between February 4th, 2019 and March 1st, 2019.

To be supported, the Orange foundation / subsidiary must apply online and provide the following elements:
1. A status report of the Women’s Digital Center program in the country

  • Quantitative information (Excel file to attach)
    • Number of active Women’s Digital Centers with a picture and GPS coordinates
    • Number of women who have received a certificate from the WDC
    • Number of WDC who have not yet opened and a projected schedule of the launchings planned in 2019
    • A status report of the equipment of each Women’s Digital Center stating the number of laptops, tablets etc. (please attach a separate Excel file)
  • Qualitative information (Word file to attach), including for instance
    • Partnerships
    • Organization of the trainings, methodology, and training types
    • Involvement of the Orange employees
    • Assessment of the social impact of the program

2. Description of the Women’s Digital Center 2019 project, including the following information (Word file to attach)

  • Need for digital equipment
  • Need for educational content
  • Training of the trainers
  • Contribution to some Women’s Digital Centers’ activities to support their sustainability, training fees or other costs directly linked to empowering the women.

The selection committee will be organized on March, 13th, 2019.

A call for project for Women’s Digital Centers in France will be launched in April 2019.
